DBRS Requests Comments on Proposed Global Methodology for Government Related Entities
Sovereigns, GovernmentsDBRS is requesting comments on the proposed update to the Global Methodology for Government Related Entities (the “Methodology”), which may supersede the version previously titled “DBRS Criteria: The Link between Sovereign Ratings and Government Related Entities” published on February 23, 2018. The Methodology presents the criteria for which ratings on government related entities (GREs) are assigned and/or monitored.
The changes to the Methodology are minor but broaden the applicability of the Methodology to include GREs established by sub-sovereign governments. The changes also clarify the relationship between the Methodology and other public sector methodologies (e.g., public hospitals, public universities, etc.).
These minor adjustments to the Methodology are expected to fully incorporate the considerations described in another closely-related DBRS methodology, Rating Canadian Provincial Agents of the Crown. Once the Methodology is published in its final form, DBRS plans to retire Rating Canadian Provincial Agents of the Crown. As the underlying conditions for applying government ratings to Crown Agents and other GREs have not changed, the changes to the Methodology are not expected to have any impact on existing ratings.
