DBRS Morningstar Confirms Ratings of Cartesian Residential Mortgages Blue S.A.

DBRS Ratings Limited (DBRS Morningstar) confirmed its ratings of the notes issued by Cartesian Residential Mortgages Blue S.A. (the Issuer) as follows:

-- Class A Notes at AAA (sf)
-- Class B Notes at AAA (sf)
-- Class C Notes at AA (high) (sf)
-- Class D Notes at A (high) (sf)
-- Class E Notes at BBB (high) (sf)

The ratings of the Class A and Class B Notes address the timely payment of interest and ultimate payment of principal by the legal maturity date in July 2044. The rating of the Class C Notes addresses the ultimate payment of interest and principal while junior, and timely payment of interest while the senior-most class outstanding. The ratings of the Class D and Class E Notes address the ultimate payment of interest and principal.

The confirmations follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults, and losses, as of the April 2020 payment date.
-- Portfolio default rate (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables.
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels.

The Issuer is a securitisation of first- and subsequently-ranking Dutch residential mortgage loans secured over properties located in the Netherlands. The mortgages were originated by GE Artesia Bank through Quion 10 B.V, Ember Hypotheken 1 B.V., and Ember Hypotheken 2 B.V. The portfolio is serviced by Ember VRM, with Quion Hypotheekbemiddeling B.V., Quion Hypotheekbegeleiding B.V., and Quion Services B.V acting as subservicers.

PORTFOLIO PERFORMANCE
As of April 2020, two- to three-month arrears represented 0.0% of the outstanding portfolio balance, stable since April 2019. The 90+ delinquency ratio was 0.1%, up from 0.0% in April 2019. There have been no foreclosures since closing.

PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and updated its base case PD and LGD assumptions to 5.9% and 10.7%, respectively.

CREDIT ENHANCEMENT AND RESERVES
Credit enhancement to the Class A, Class B, Class C, Class D, and Class E Notes is currently 13.8%, 10.8%, 7.9%, 5.0% and 3.1%, up from 11.7%, 9.7%, 7.1%, 4.5%, and 2.8% at the initial rating, respectively. Credit enhancement consists of subordination of the junior notes.

The transaction benefits from an amortising Senior Reserve Fund, which covers senior fees, senior swap payments, and interest on the Class A and Class B Notes. It’s currently funded to its target level of EUR 1.76 million, equal to 0.9% of the outstanding collateral balance. The transaction also consists of separate non-amortising Class C, Class D, and Class E Reserve Funds, which cover interest payments on the Class C, Class D, and Class E Notes, respectively. The Class C, Class D, and Class E Reserve Funds are each funded to their target level of EUR 0.66 million, equal to 0.3% of the original collateral balance.

Citibank Europe plc – Luxembourg Branch and Citibank N.A., London Branch act as the Issuer Account Bank and Issuer Account Agent for the transaction, respectively (together, Citibank). Based on the private DBRS Morningstar rating of Citibank, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the Issuer Account Bank and Issuer Account Agent to be consistent with the rating assigned to the notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

NatWest Markets plc (NatWest) acts as the swap counterparty for the transaction. DBRS Morningstar's public Long-Term Critical Obligations Rating of NatWest at “A” is consistent with the First Rating Threshold as described in DBRS Morningstar's "Derivative Criteria for European Structured Finance Transactions" methodology.

DBRS Morningstar analysed the transaction structure in Intex DealMaker.

The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading to sharp increases in unemployment rates and income reductions for many borrowers. DBRS Morningstar anticipates that delinquencies may arise in the coming months for many RMBS transactions, some meaningfully. The last rating action on this transaction took place on 15 May 2019 when DBRS Morningstar confirmed its ratings of the Class A and Class B Notes at AAA (sf), and upgraded its ratings of the Class C, Class D, and Class E Notes to AA (high) (sf), A (high) (sf), and BBB (high) (sf), respectively, and removed the Under Review with Positive Implications status, following an update to DBRS Morningstar’s “European RMBS Insight: Dutch Addendum” methodology.

To assess the impact of changing the transaction parameters on the rating, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the rating (the “Base Case”):
-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 5.9% and 10.7%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A Notes would be expected to fall to AA (high) (sf).
