DBRS Morningstar Confirms Ratings on Asti Group RMBS II S.r.l.

DBRS Ratings GmbH (DBRS Morningstar) confirmed its ratings on the notes issued by Asti Group RMBS II S.r.l. (the Issuer) as follows:

-- Class A Notes at AA (low) (sf)
-- Class B Notes at BBB (high) (sf)

The confirmations follow an annual review of the transaction and are based on the following analytical considerations:

-- Portfolio performance, in terms of delinquencies, defaults, and losses as of the June 2020 payment date;
-- Probability of default (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables;
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels;
-- Current economic environment and sustainable performance assessment, as a result of the Coronavirus Disease (COVID-19) outbreak.

The Issuer is a securitisation of Italian residential mortgages originated and serviced by Cassa di Risparmio di Asti S.p.A. (Asti), which originated 87.3% of the initial mortgage pool, and Cassa di Risparmio di Biella e Vercelli S.p.A. (BiverBanca), which originated 12.7% of the pool. The transaction closed in June 2019 with an initial portfolio balance of EUR 988.0 million.

PORTFOLIO PERFORMANCE
As of the June 2020 payment date, loans that were 0 to 30 days, 30 to 60 days, and 60 to 90 days delinquent represented 0.1%, 4.8%, and 1.5% of the outstanding principal balance, respectively, while loans more than 90 days delinquent were 0.6%. Gross cumulative defaults amounted to 0.04% of the initial portfolio balance to date.

PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and has updated its base case PD and LGD assumptions to 8.4% and 21.8%, respectively.

CREDIT ENHANCEMENT
The subordination of the respective junior obligations provides credit enhancement to the rated notes. As of the June 2020 payment date, credit enhancement to the Class A Notes increased to 20.2% from 16.5% at the time of the DBRS Morningstar initial rating 12 months ago; credit enhancement to the Class B Notes increased to 12.9% from 10.0%.

The transaction benefits from a cash reserve, funded at closing to EUR 17.8 million using subordinated loans granted by Asti and BiverBanca. The reserve provides liquidity support to the rated notes and is available to cover senior expenses, interest on the Class A Notes, and as long as the gross cumulative defaults ratio does not exceed 4.5%, interest on the Class B Notes. The reserve is amortising with a target balance equal to 2.0% of the outstanding balance of the rated notes, subject to a floor of EUR 8.9 million. As of the June 2020 payment date, the reserve was at its target of EUR 16.0 million.

BNP Paribas Securities Services, Milan Branch (BNPPSS Milan) acts as the account bank for the transaction. Based on the DBRS Morningstar private rating of BNPPSS Milan, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the ratings assigned to the rated notes in the transaction, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

DBRS Morningstar analysed the transaction structure in Intex DealMaker.

The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading to sharp increases in unemployment rates and income reductions for many borrowers. DBRS Morningstar anticipates that delinquencies may arise in the coming months for many RMBS transactions, some meaningfully. The ratings are based on additional analysis and adjustments to expected performance as a result of the global efforts to contain the spread of the coronavirus. For this transaction, DBRS Morningstar increased the expected default rate for self-employed borrowers and assumed a moderate decline in residential property prices.

To assess the impact of changing the transaction parameters on the ratings, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the rating (the base case):

-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 8.4% and 21.8%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Class A would be expected to remain at AA (low) (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Class A would be expected to fall to A (high) (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A would be expected to fall to BBB (high) (sf).
