DBRS Morningstar Confirms and Upgrades Ratings on Cartesian Residential Mortgages Blue S.A.

DBRS Ratings GmbH (DBRS Morningstar) took the following rating actions on the Notes issued by Cartesian Residential Mortgages Blue S.A. (the Issuer):

-- Class A Notes confirmed at AAA (sf)
-- Class B Notes confirmed at AAA (sf)
-- Class C Notes confirmed at AA (high) (sf)
-- Class D Notes upgraded to AA (low) (sf) from A (high) (sf)
-- Class E Notes upgraded to A (low) (sf) from BBB (high) (sf)

The ratings of the Class A Notes and Class B Notes address the timely payment of interest and ultimate payment of principal on or before the legal final maturity date in July 2044. The ratings of the Class C, Class D, and Class E Notes address the ultimate payment of interest and principal by the legal final maturity date. Additionally, the ratings of the Class C and Class D Notes address the timely payment of interest when they become the most senior notes outstanding.

The confirmations and upgrades follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults and losses, as of the April 2021 payment date.
-- Portfolio default rate (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables.
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels.
-- Current economic environment and an assessment of sustainable performance, as a result of the Coronavirus Disease (COVID-19) pandemic.

The Issuer is a securitisation of first- and subsequently-ranking Dutch residential mortgage loans secured over properties located in the Netherlands. The mortgages were originated by GE Artesia Bank through Quion 10 B.V, Ember Hypotheken 1 B.V., and Ember Hypotheken 2 B.V. The portfolio is serviced by Ember VRM, with Quion Hypotheekbemiddeling B.V., Quion Hypotheekbegeleiding B.V., and Quion Services B.V acting as subservicers.

PORTFOLIO PERFORMANCE
As of April 2021, two- to three-month arrears represented 0.1% of the outstanding portfolio balance, up from 0.0% in April 2020. Loans more than three months in arrears represented 0.3% of the outstanding portfolio balance, up from 0.1% in April 2020. As of April 2021, the cumulative default ratio was 0.0%.

PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables, including coronavirus-related adjustments, and updated its base case PD and LGD assumptions to 5.2% and 10.0%, respectively.

CREDIT ENHANCEMENT AND RESERVES
As of the April 2021 payment date, credit enhancement to the Class A, Class B, Class C, Class D, and Class E Notes was 15.4%, 12.8%, 9.3%, 5.9%, and 3.6%, respectively, up from 11.7%, 9.7%, 7.1%, 4.5%, and 2.8% at the initial rating, respectively. Credit enhancement consists of subordination of the junior notes.

The transaction benefits from an amortising Senior Reserve Fund, which covers senior fees, senior swap payments, and interest on the Class A and Class B Notes. It is currently funded to its target level of EUR 1.5 million, equal to 0.9% of the outstanding collateral balance. The transaction also consists of separate nonamortising Class C, Class D, and Class E Reserve Funds, which cover interest payments on the Class C, Class D, and Class E Notes, respectively. The Class C, Class D, and Class E Reserve Funds are each funded to their target level of EUR 0.7 million, equal to 0.3% of the original collateral balance.

Citibank Europe plc - Luxembourg Branch (Citibank) acts as the account bank for the transaction. Based on the DBRS Morningstar private rating of Citibank, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the rating assigned to the Class A Notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

NatWest Markets Plc acts as the swap counterparty for the transaction. DBRS Morningstar's public Long-Term Critical Obligations Rating of NatWest Markets Plc at ‘A’ is consistent with the First Rating Threshold as described in DBRS Morningstar's "Derivative Criteria for European Structured Finance Transactions" methodology.

DBRS Morningstar analysed the transaction structure in Intex DealMaker.

The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading to sharp increases in unemployment rates and income reductions for many borrowers. DBRS Morningstar anticipates that delinquencies may continue to increase in the coming months for many RMBS transactions, some meaningfully. The ratings are based on additional analysis and adjustments to expected performance as a result of the global efforts to contain the spread of the coronavirus.

For this transaction, DBRS Morningstar increased the expected default rate for self-employed borrowers, incorporated a moderate reduction in residential property values, and conducted additional sensitivity analysis to determine that the transaction benefits from sufficient liquidity support to withstand potential high levels of payment holidays in the portfolio.

To assess the impact of changing the transaction parameters on the rating, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the rating (the Base Case):

-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 5.2% and 10.0%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A Notes would be expected to fall to AA (high) (sf).
